Update 10/30/2024 Police assigned an investigator to the case one week later. This was an unprovoked attack on two political opponents, including one who is running against her in this election. Due to ongoing threats and concerns for safety, I decided to suspend public campaigning to protect anyone I might be seen with from potential attacks. Reports also indicate that he has been stalking at least one witness.

Both the public and law enforcement officials have expressed shock that no arrest was made that night.

Video footage captures an individual out of control, nearly striking another person after police intervened to separate Elliott from Steve Bennett. The footage shows him hitting Bennett while police attempted to de-escalate the situation.

This behavior is far beyond what anyone would expect from a public official. Furthermore, she is a retired federal law enforcement officer trained in both soft and hard skills for de-escalation. Unfortunately, she failed in this instance, escalating the situation instead of resolving it by attacking the very person trying to intervene. Additionally, her husband, a Marine trained in combat self-defense tactics and a former Gold Glove boxing champion, adds another layer to the concerns surrounding this incident.

Update 10/26/2024 October 22, 2024 Councilmember Rosario Diaz and husband William "Wild Bill" Elliott attack Steve Bennett and John Shewmaker, sending both the Emergency Room.

Refused to attend Council Candidate Forum.  If a person does not want to answer your questions and talk about their record when asking for your vote, why would meet and speak with residents after an election.

Ginger Elliott, aka Rosario Daiz continues to embellish her record of accomplishments or makes false claims.

AZUSA AVE BEAUTIFICATION

Council Member Diaz/Elliott has highlighted accomplishments during her tenure. She cites the $1.5 million spent on the Azusa Avenue Beautification Project (plants are dead and lights on trees do not work)

At the 10-1-2024 Council meeting Rosario Diaz and the Council agrees the Azusa beautification project FAILED.  Looks worse than before spending $1.5 million.

FLASHING STOP SIGNS

Lists the installation of Flashing Stop Signs as a significant achievement. However, it's important to note that the Flashing Stop Lights project was already underway before she joined the council and was not driven by her advocacy.

SAFETY OF THE PUBLIC

Despite these claims, Diaz/Elliott has yet to address critical safety issues in our city. Two dangerous intersections remain unresolved, contributing to four deaths over the past year.

NO "NEW" OFFICERS HIRED

Another claimed accomplishment is the hiring of 10 new officers, which, as reported on the Real Rosario Page, is misleading. No new officers were added; the number reflects replacements for existing positions. In fact, the council has not even reached the authorized staffing level for the police department.

MULTI-MILLION DEFICITS CONTINUE

Diaz/Elliott has also failed to tackle the significant issues our city faces, including multi-million-dollar deficits each year during her time on the council.

IRS AGENT/NOT STREET CRIME FIGHTER

Although she asserts a background as a criminal investigator, her experience was as IRS agent rather than street-level crime fighting.

HOMELESS UP/SUPPORT DOWN

When Diaz/Elliott joined the council, there were two officers dedicated to addressing homelessness; today, only one remains.

FLOCK CAMERAS

Additionally, the FLOCK camera system was funded through a grant process started before she joined the council in 2020.

CONTINUED INSULTS/INTIMIDATION

Most concerning is Diaz/Elliott’s failure to address her derogatory remarks towards community members and the intimidation tactics employed by her husband, William "Wild Bill" Elliott.

Cecilia Munoz

Member of the Senior and Community Services Commission for the City of West Covina.

There are no available comments or statements regarding her positions on city issues from social media or council meetings. The record remains blank.

What are her recommendations or positions on the following critical issues facing our city?

  1. Multi-Million Dollar Deficits
  2. Financial Losses at SportsPlex
  3. Health Department Expenditures
  4. Graffiti Abatement
  5. Rising Crime Rates
  6. Homelessness
  7. Council Pay and Benefits Increases

The statements below are from a submitted ballot statement for the election.

CLAIMS OF EXPERTISE IN CITY BUDGETING AND COMMUNITY DEVELOPMENT

Despite being a West Covina resident since 1986 and a declared city council candidate since 2022, she has not demonstrated her claimed expertise through meaningful contributions or recommendations in her 36 years as a resident, 2 years as a commissioner and 2 years as a candidate.

MISPLACED PRIORITIES
Roofs Over Feeding People

Munoz asserts, "I played a crucial role in refurbishing Friendship and Cortez Parks." However, this support involved reallocating $1.1 million from essential Senior Meal and Health Programs.

Most would agree that ensuring adequate food and healthcare for residents takes precedence over park improvements and building repairs, which should be funded through other, more appropriate financial channels if the city's budget were managed effectively.

LA COUNTY DEPARTMENT

OF MENTAL HEALTH

Service Planning Area 3

She highlights her success with mental health services within our general community and surrounding cities. Given the current state of mental health services, this may not be advantageous for our city.

MEANINGLESS STATEMENTS AND CLAIMS
Collaborated, Community Engagement, Mutual Beneficial Outcomes

What were the tangible results? What were the outcomes? What specific projects were accomplished?

As voters, we must insist on substantive achievements and clear results, rather than settling for vague statements and feel-good rhetoric.

FORTY YEARS OF PUBLIC SERVICE

I commend her for her years of experience with various governmental agencies. However, the critical question is how this experience translates into providing strategic leadership for our city, especially with no public comments available for review.

This page offers voters a way to access crucial information about the challenges our community faces and each candidate's approach to addressing them, including their past actions and future plans. Here, you can get the full picture beyond the campaign slogans.              Updated 11/02/2024
